The activities of the foundation must promote the well-being of citizens. Citizen participation is central.

We live in a transition period from the welfare state (government-centric) to a participation society (citizen-centric). This presupposes self-reliant citizens who participate optimally in society.

However, the participation of citizens is not self-evident for everyone and the conditions for a participation society do not arise automatically. People have to be able to do it and people have to want to participate.
